Airport etiquette

When every seat in the terminal is full, people should not be using seats to put their bags on. It is very rude to make people stand because you need a seat for your bag.

Entirely true. Although, a pointed comment like- "Excuse me, is someone sitting there?" may get them to move their bags off. Or, how about "There are no seats left, do you mind if I take that one?"
If you don't ask- then you can't blame them for not realizing.

People always do that, but they'll usually move it to under their seat if you ask them.

I think there's always a way to handle it nicely and with benefit to yourself. There are people who really don't realize obvious things because they're lost somewhere in their thoughts - noone's life is easy these days...
